What should output on this be?I'm getting 14 volts.Will this blow out the

No, it will not blow the headlight out. A 12 volt battery will charge
up to about 14.5 volts,
and then after it sits for half an hour, the voltage will drop back to
about 12.2 to 12.8 volts, depending on whether it's a flooded cell
battery or a maintenance free type.
Charging a flooded cell lead acid battery at more than 14.5 volts
causes the plates to shed their lead and it falls to the bottom of the
case, possibly shorting the plates.

14 volts is fine.
A fully charged lead acid battery should give 12.8-13.2 Volts.
14 -16 is right for charging and won't harm the lights.

16 sounds a mite high, depending on the battery I guess.
As others have suggested 14.5 is probably about the
most I'd feel comfortable with on a lead-acid battery.

Maintenance free batteries use a slightly different electrochemistry,
so voltage regulators on bikes that came with maintenance free
batteries will stop charging at 15.5 to 16.0 volts.
But that much voltage is not healthy for older style flooded cell lead
acid batteries, it will cause the plates to shed lead particles.
