idle jet on 750quad-what rpm range is affected?

i want to know from what rpm- what rpm the idle jets have an effect on
performance.when you take off from a dead stop and it bogs a
little,could that be idle jet related?
after 3000 rpm the bike runs great,however,after a 15 min.ide,i pull
the plugs and they are sooty-not wet.only the #1 cyl is not sooty
adjusting the air screws does not seem to make much difference.boots
are good
ran the bike shortly without connecting boots to air filter to see if
that made a diff.
my next thought is to adjust the valves

Is this the same bike with gas in the oil??

I think you need to do rings, valves and bearings (complete engine rebuild).
Then after that, you can rebuild the carbs. .........which is, no doubt, the
real source of ALL your problems.

OR......for somebody asking a lot of clueless questions, find a qualified
mechanic and pay him to fix the carbs.  You will be ahead in the long
run.......probably in time and money too.
