Did 125's and 250's of the same brand come with the exact same forks and shocks?

I have a 2000 yz250 and found a set of 2000 yz125 forks on eBay a
while back and almost purchased them so I could have 2 setups
depending on what I was gonna ride (MX or trails).  The listing led me
to believe that they were identical although are they really????  I
would guess that the units are the same although the valving (and
prolly spring rate) is different.  The later is easily changeable and
I'm gonna change the valving anyway... but I didn't know if they were
actually interchangeable.  So... are they???  Could I have bought the
125 forks and revalved them for my 250?  Or is there normally a
completely different set up for 125's and 250's?
