One other thought: Soak them in paint or gasket remover, then
pressure wash. That ought to get the paint off.

That is also a possibility I'd considered. Low pressure, for sure,
those little fins are pretty soft.

but the aluminum freshly cleaned will bond

I have seen them demo this at the motorcycle show. I would like to
try it out on my old subframe.
