A friend of a friend has a 1994 DR350S up for sale. BUT it looks like the
top end has some issues and the he can't start the bike right now. What
would a top end rebuild cost?, How hard is it to do yourself? I've done lots
of car engines but never a dirt bike. Would a full rebuild and bore be way
to expensive???

Cost depends what's wrong. Not that I'd know your answer as far as cost
estimates, but those who would know need more info.
What tells you that it has top end issues? Was it running well when he
parked it? How long has it been sitting? etc.

As far as mechanical difficulty, it sounds like you have the skills already.
Get the book for the bike and you'll find it to be fun wrenching.

Can't tell the group much. He was going to fix the bike himself but just
doesn't have any money to do it. He's tried selling it but no one wants to
touch it because it won't run. He told me that it was a top end problem and
something with the bearings. There are a lot of parts in a box.

A four stroke with a worn out top end might start. It will probably be
hard to start and smoke a lot, but it has to start. If it has valve or
cam problems, it won't start. If only piston, rings and rebore, fairly
cheap. If valves and cams, depending on what's broken, it can get
costly fast... Difference between car and bike is size of parts.

That particular derivation of Suzuki has the cam journals running
directly on the aluminum cylinder head, no bearings of any type just
iron against aluminum. When run low on oil, the cam gets no lubrication
and the end result can be a ruined cylinder head. Look closely at the
condition of the cam journals and the surface on the head they ride in
for damage. If damaged I would pass.
