Looked to me like Kallio was late apexing for a good drive, and
Melandri was early apexing for the passing attempt. Kallio was
focusing so far down the track that "boom".
By the look of it Kallio was pretty lucky not to be hurt. He came
very close to sticking an arm through Melandri's rear wheel (which was
probably still spinning) and then appeared to have Melandri's bike
roll over/with him for some distance.

Right, so... whose mistake? For me, it's clearly Kallio. From the
two angles I saw it from, Melandri had duly passed Kallio, and
Kallio did to Melandri what he had done to Aoyama. I know I don't
need to explain the rules to anyone here, but someone should explain
them to Kallio. I would penalize him, but of course I also would have
penalized Rossi for the time he drove into Gibernau.
