"Quality control" has become a contractual issue. The quality
engineers have to make sure that "quality" is part of the "build" or
whatever product the company is manufacturing.

But they cannot afford to document too many defects. The customer
doesn't want to see that there were a lot of defects, he wants to
believe that the products he's buying are nearly perfect or he won't
accept them.

A program called "Zero Defects" allowed inspectors to say, "Aw, come
on you guys!" to the assemblers, instead of actually documenting the
defects.

It was kind of like "under the table" quality control.

Of course, in a really fast-paced environment, the assemblers are just
going to tell the inspector to "fuck off" so they can play around and
have fun on the job, and when the inspector tries to regain control of
build quality, the assemblers rebel against him and start innuendoes
and rumors and find a way to get the unpopular inspector removed from
the production area.

Yes, you can do that with less expensive products. Politics doesn't
get into the build unless it's a big ticket consumer item or the
government is buying it.
