This scooter has sat for four years. Dumped all the old fuel, changed the
oil. Bike will start and idol but will when I try to increase the
throttle, the bike dies. Fuel flow seems good. Plugs were dry but black
when I pulled them. Cleaning plugs didnt change any thing. Im beginning to
think the carbs need cleaned but Ive heard the same symptoms if the TCI is
bad. Any advice will be greatly appreciated.

you must clean the carbs completely. make sure every jet,
every passage and cranny is squeaky clean.
if the tci was bad it wouldn't run.

I prefer the KISS method first: Keep It Simple Stupid.....try adding
Chemtrol B12 to the fresh gas and let it idle. This stuff is pretty
good at removing old varnish...available at Wal Mart about $3 can
liquid. [instructions on can] There is a spray version, but I wouldn't
use it while carbs are still on bike to clean outsides....can be nasty
on paint. My 87' xv700 I had at one point after sitting wouldn't run
over 35 mph....added it to the fresh gas; after a few miles of running
through bike, it bucked/kicked then took off like a rocket.......
Unless you had critters eating your wires/electrical system; and
hopefully it was kept indoors.....I wouldn't think the components would
have failed; other than the battery. the fuel system is usually the
biggest enemy of 'long sits'. Other things to check if the humidity of
the area you kept it was not good and you see corrosion on the bike; for
future problems; spray the neutral safety switch on kickstand....your
bike wouldn't start at all if badly corroded, just something to thing
about next time you're doing some maint.

b12 will not get in the tiny passages. that usually messes
up the idle. the mains are easy....
my 66 yr1 350 2stroke sat for four years and i got it to run
with seafoam. but i still had to clean the carbs to make it
idle. it ain't so hard.

You'll probably find that the diapragm slides are stuck in place, be
carefull trying to remove them, they are made of plastic and pretty
expensive to replace.
