I have a v-star 1100 and I just installed straight pipes. I was told that I
have to re-jet the carbs now. If I install torque cones in the pipes, do I
still have to re-jet ?

check your plugs after 100 miles unless shitty running tells
you sooner.

My personal opinion would be yes unless you are running the stock air filter
on it. Torque cones are as free flowing as straight pipes and are only there
to make it harder for exhaust gases to reverse back into the engine PLUS
they help extract the last bit of exhaust from the combustion chamber
because of the velocity boost they give.
It has been my experience on Roadstars that you can change either the
exhaust OR the aircleaner without having to rejet because you are still
limiting the amount of air moving through the system either at the front or
back BUT if you change both you are adding a whole bunch more air and will
change the air/fuel ratio dramatically.
