I'm considering a V Star 1100 and wonder what the valve adjustment
frequency is from the maintenance manual. Also what a dealer would
charge to do the valve adjustment in the event I didn't do it myself.

The regular 6000km maintenance includes oil change, carb sync, and
valve check/adjustement. Yup. Every 6000kms (or 4000 miles).
